Yet again, we are faced with sad and devastating news of floods in Pakistan, and one cannot imagine the disruption of life economically and emotionally. Sadly, people have perished as a consequence of this tragedy.

The recent floods in Rawalpindi and Islamabad, the capital city, on September 1, 2026, have claimed three reported deaths. We have been told that heavy monsoon rains have triggered severe urban flooding, which led to many roads and low-lying areas being submerged in sewage and tons of volumes of rain. This has become a recurring cycle or pattern since 2010 and 2022–2025.

I have many questions and concerns, and I’m certain our public is also beginning to wonder why we are having such extreme weather. The government must seriously address this issue. Though it spends millions on coordinated efforts to set up defences against climate induced extremes, is it really providing a solution to the problem, and is the money spent on this issue being spent wisely?

Back in 2012, the former President of Iran, Mahmoud Ahmadinejad, claimed that Western countries were finding ways to block rain clouds from reaching Iran. He said that they were essentially manipulating weather patterns, in a sense that the US had found ways to sanction rainfall. The media laughed it off as a conspiracy theory. People believed at the time that no one could control the weather.

But this conspiracy was to be proven wrong. Iran had been experiencing multi-decade droughts. Then the recent war broke out between the US and Iran. It was reported that systems connected to weather tracking, as well as weather control and even cloud-seeding operations, were obliterated, with Iran destroying radar systems and systems across the region, including systems connected to weather modification operations. In fact, every base around Iran was destroyed. Suddenly, it came to light that Iran witnessed sudden record-setting rainfall. Videos have emerged showing heavy rainfall in many areas across Iran. Is this a coincidence?

Before jumping to any conclusions, let’s see the facts, history and speculation. We are constantly aware that water shortages have hit agriculture, cities and daily life. It is not debatable that cloud seeding is very real, documented, and has been a practice used for decades. In fact, countries like the United Arab Emirates have invested heavily in cloud seeding as they do not have natural water resources.

So, the idea that humans can influence weather is not up for debate. The real question is how much and to what effect, even to the point of it being used as a weapon of war.

The US has a long history of considering whether to use weather as a weapon against geopolitical opponents. The US contemplated this possibility as far back as 1965. The CIA conducted cloud-seeding operations to extend the monsoon season in Vietnam, Cambodia and Laos. This operation disrupted agriculture and destroyed Vietnamese supply lines during the Vietnam War. It is noted that President Lyndon Johnson made a big statement by saying, “He who controls the weather controls the world.”

It is common knowledge that the CIA set up a real atmospheric research site in Colorado with HAARP, which is the High-frequency Active Auroral Research Program. To clarify these projects and their true purpose, one has to consider the Colorado connection. Before HAARP was built, early atmospheric heating experiments were conducted at Platteville Atmospheric Observatory in Colorado. This observatory was specifically built to determine and demonstrate how radio waves mix and interact within the Earth’s upper atmosphere. However, this facility was not run by the government but by military research groups looking into basic radio science.

As we know, HAARP is run by DARPA. Its true purpose is to use a large array of antennas to transmit high-frequency radio waves into the ionosphere, which is the ionised layer of the Earth’s atmosphere. Scientists want to discover how solar particles affect satellite communications, GPS navigation and underwater submarine communication. Does this sound familiar when we observe the 5G and soon the 6G towers that emit Wi-Fi waves that have components of radiation? Even Philips street lighting in the UK has radiation and radioactive waves. These are deemed dangerous to health.

In my findings, it is also apparent that scientists and physicists and engineers have discovered ways to detect the sound of tectonic plates and the sounds of earthquakes. By doing so, they have been able to use sound to cause interference in the plates, which can cause earthquakes. So the question arises again: can they trigger earthquakes on purpose?

All respects to Senator Sherry Rehman, former political secretary to Shaheed Mohtarma Benazir Bhutto. She has been well renowned for advocating climate change solutions. She served as a climate change coordinator and effectively launched the Indus institution to restore and protect the ecological health of the Indus River. She managed to spearhead global negotiations to establish the Loss and Damage Fund in order to financially support developing nations suffering from climate disasters.

Pakistan has also successfully been able to conduct its first-ever cloud-seeding operation with direct connections with the United Arab Emirates. To achieve this process, the UAE provided aircraft to fire salty flares into moisture clouds to induce precipitation. Hence, the military involvement successfully transitioned into utilising its own local technology.

Nonetheless, one has to ascertain how this technology really serves the masses. What is its purpose, and what ethical, spiritual and moral value does it serve? So far, we have witnessed death and destruction on a worldwide scale. And we are told that these are due to natural disasters, but are we far from the truth?

We are an Islamic sovereignty, and our principles are based on Islamic thought. In Surah An-Nur (24:43), Allah Ta’ala questions us by saying, “Do you not see that Allah Ta’ala gently drives the clouds, then joins them together and piles them up into masses from which you see raindrops come forth…”

In Surah Al-A’raf, Allah Ta’ala again reminds us in verse (7:57): “And it is He who sends the winds as good tidings before His mercy until, when they have carried heavy rain clouds. We drive them to a dead land and we send down rain therein.”

There are many, many more Surahs explaining God’s mercy to us, and He is solely the Creator and the Controller of the weather. We are expected to believe He only has the power to be the one who controls the weather and not us! Lands, lakes and rivers are formed by His knowledge, and by His command, intention and calculation in order to serve man and preserve his existence. The desert sandstorms revive and spread across continents, giving nutrients to other lands. When we interfere in His affairs of weather operations, then by doing so, we can do more harm than good to ourselves. These are not natural disasters but man made disasters, as by interfering, we disrupt the whole ecological system.

Knowledge is power, but it should be used in the interests of human beings and not be used to cause mass casualties and destruction. We could tomorrow be fined or imprisoned for collecting our own water, as is the case in some urban towns in America.

Our defence forces, scientists and public communities should be seriously involved in research and work together in attaining information regarding weather manipulation and the probabilities of its negative effects. Government intervention and government institutions should be set up so that they can help prevent catastrophes. Treaties should be made internationally and with neighbouring countries to endorse agreements between them to prevent such disasters; otherwise, they should be served hefty fines for destroying economies and causing death if they have used weather as weapons against their fellow man.

The esteemed Madam has covered a lot of things. Some of them are completely new to most of the people like cloud seeding etc. Ms. Sherry Rehman was also mentioned. She is our highly respected current Senator. Technicalities have also been discussed in detail, but I think it is very important to add one thing here and that is the lack of interest or ability of the government and bureaucracy to understand the nature and seriousness of this issue. On the other hand, the mushroom growth of housing societies. Ruthless cutting of trees. Deforestation of the ecosystem. These are many factors that come together to create weather conditions. This is a very sad topic. The more one writes on this topic, the less it is. But Madam is a sun and writing something in front of her is like showing a lamp to the sun. I have just recorded my humble submissions.

This is such a deeply thoughtful, courageous and timely piece that raises questions far too few are asking. Ms. Sumblina Hassan connects the dots between technology, history and faith with remarkable clarity, and her warning that weather manipulation is no longer just theory but a weapon with devastating consequences should be heard by every policymaker. It is both sobering and vital to be reminded that when humanity interferes with the natural order ordained by Allah, we reap destruction rather than progress. This article is not just about floods — it is about truth, accountability and protecting our shared future. A powerful, necessary piece that demands our attention and action.
