MULTAN—– Rais Nauman Ahmad, Assistant Professor at the Faculty of Law, Zakariya University (BZU), Multan, has successfully defended his PhD thesis titled “Regulating Artificial Intelligence to Develop Its Legislative Framework for Pakistan.” His viva voce examination was held at the Faculty of Law, BZU Multan.
His research represents a pioneering contribution to the legal regulation of artificial intelligence and the development of a comprehensive legislative framework for Pakistan. It seeks to formulate a practical AI regulatory system suited to Pakistan’s constitutional, legal and social context.
A notable feature of the study is the proposed first formal legal definition of an “AI System” specifically designed for Pakistan. The scholar has also drafted a proposed Artificial Intelligence Act for Pakistan, addressing transparency, accountability, human oversight, legal liability and the protection of fundamental rights.
The thesis introduces the legal concept of “Constitutional Anchoring,” under which foreign legal principles and regulatory models should not be copied directly. Instead, they must be examined in light of the Constitution of Pakistan, fundamental rights and the country’s existing legal structure. This approach allows Pakistan to benefit from global regulatory developments while preserving its constitutional sovereignty and legal identity.
The thesis was supervised by Dr. Sameera Fatima, Associate Professor of Law, Project Director of the Study Centre and former Principal of University Gillani Law College. The successful defence is being recognised as an important advancement in Pakistani scholarship on artificial intelligence, law and emerging regulatory challenges.
