ISLAMABAD–A fact-finding inquiry report prepared by the Ministry of Science and Technology on the directives of the Prime Minister’s Office has recommended a comprehensive forensic, financial, administrative, and human resources audit of COMSATS, according to official documents submitted to the Prime Minister’s Office on 7 May 2026.
According to the inquiry report, the committee was unable to fully examine certain matters because complete institutional and financial records were not made available during the investigation.
The report states that several statutory bodies required under the COMSATS Charter and relevant regulations, including the Consultative Committee, Technical Advisory Committee, Management Committee, and the Board of Management of COMSATS Internet Services, were not convened on a regular basis, affecting institutional oversight and decision-making.
The inquiry further notes that the committee did not find the required feasibility studies, approved budgets, or evidence of approval by the competent forums for several research and development initiatives, including the Carol Technologies Wind Turbine Project, AGECO Electric Vehicle Project, and the Mastec Nanotechnology Laboratory, based on the records made available to it.
The report also identifies procedural observations regarding certain international and provincial training agreements, including a training arrangement with Azerbaijan and a Rs399 million ICT training project for the merged districts of Khyber Pakhtunkhwa. It states that the committee could not determine the full financial implications because the relevant financial records were not completely provided.
Among its recommendations, the inquiry committee has called for a comprehensive forensic, administrative, financial, and human resources audit of COMSATS, amendments to the institution’s 2015 regulations, and the regular convening of all statutory bodies to strengthen transparency, governance, and accountability.
According to official documents, the inquiry report is currently under consideration by the Prime Minister’s Office, and a final decision has yet to be announced.
No response from the COMSATS management was available at the time of filing this report. Their version will be included if and when received.
